To begin, cut a paper roll in half along the middle. When finished, cut it into a square. After that, paint the paper blue (or any color of your choosing). You can also leave these unpainted for a natural look! Then, fold the square inward from one point to the next to make gluing the strands together easier. You can also use a glue gun.
Step Two: Create The Strands
Next, cut into the square to create several strands. Once done, use glue to attach each strand to the other sides’ strands. Tuck in the top to make a point.
Step Three: Put them All Together
